Overview The Human Resources Manager will be responsible for providing strategic and day-to-day HR support across the company. As a HR Business Partner (HRBP) this role will work closely with managers and business leaders in the areas of recruitment, talent management, performance management, and employee relations, and serve as a HR advisor. The Human Resources Manager will also work in an operational capacity in synergizing HR processes and operations to the parent company. Detailed Description Primary Duties and Responsibilities include:
Execute human resource processes to maximize the strategic use of human resources within the organization.
Assist with talent acquisition, talent management, workforce planning, performance management, employee development, compliance, communications, and operations.
Build effective and strong business relationships with all internal team members and partners. Proactively work with managers at all levels to identify HR issues and opportunities and devise creative solutions aligned to business objectives.
Execute recruiting plans to meet the workforce needs; craft job descriptions and partner with Talent Acquisition to fill open jobs.
Play an active role in the interviewing and selection of talent for the organization.
Oversee employee development and advancement programs.
Provide HR policy guidance and interpretation, ensuring harmonization with existing Qpex HR policies with HR policies of parent company.
Ensure the HR organization's compliance with local, state and federal regulations and modify policies and procedures as regulations are updated.
Help manage and resolve complex employee relations issues, in a timely and compliant manner. Assist in conducting effective, thorough and objective investigations, as required. Partner with the outside counsel as required.
Develop and implement strategies to improve employee engagement and retention, including conducting regular employee surveys and feedback sessions.
Work with senior management on development of a corporate culture that supports a collaborative environment to support team building and innovation
Provide guidance and input on business unit restructures, workforce planning and succession planning.
Collaborate with HR functions of parent company (Recruitment, Total Rewards, HRIS, other HRBPs, etc.) as well as Qpex leadership to jointly manage an integrated HR strategy and establish and track HR metrics.
Create and retain employment records and files pertaining to hiring, terminations, worker's compensation, leaves, transfers, and promotions, etc. according to SI partner's systems.
Ensure performance evaluations are aligned with Qpex corporate objectives and practices.
Create and edit key HR documents (e.g., Qpex Employee manual) and ensure alignment/harmonization with Shionogi global policies where appropriate.
Manage activities related to New Hire Onboarding, including coordination of onboarding activities and Orientation between Qpex and parent company.
Complete new hire I-9 verifications and carry out I-9 and personnel file audits.
Special projects, other duties and responsibilities as assigned.
Some travel may be required; up to 15%.
Knowledge, Skills & Abilities Required
Bachelor's degree in human resources, business, or a related area. PHR or SHRM-CP certification a plus.
Minimum of 5 years of human resources professional experience; experience within a growing biotech or pharmaceutical company is preferred.
Subject matter expertise in recruiting, talent management, employee relations, succession planning or organizational development.
Solid working knowledge of applicable CA and federal employment laws and regulations; experience managing employee relations issues and investigations.
Experience in change management/change leadership a plus.
Strong interpersonal, communication and relationship-building skills.
Strong organizational skills and attention to detail.
Ability to effectively communicate, articulate clearly and conduct verbal presentations with large and small audiences.
Ability to work independently on complex issues and projects.
Ability to manage competing priorities in a fast-paced environment.
Ability to travel via automobile and/or airplane.

The base salary range for this full-time position is $120,000 - $145,000 annually. This salary range is an estimate and may vary based on the Company's compensation practices.
