Manager, Quality Control (Finance)
Position Description:
Manage lab technicians and oversee detailed analytical testing and sampling on hydrocarbon products and petro-chemical products such as gasoline, diesel, commercial jet fuels, bio-diesel, ethanol, butane blending, etc. to ensure regulatory compliance and/or to meet customer needs.
Essential duties and responsibilities:
All technical aspects related to the laboratory operations.
• Ensure lab is following ASTM, API and/or EPA test methods for tests such as gravity, flash, color, distillations, RVP, water, appearance, sulfur, blend contents, V\L ratio, VOC content or gasoline and others that may be required.
• Provide direct leadership and implement standardized procedures to the terminal facility laboratories within the region.
• Standardize lab billing and profit center operations within the region's financial framework.• Lead product quality control initiatives through sampling and analytical testing the various commodities stored at two different petroleum facilities through ASTM methods and customer specific testing requirements.
• Establish regional lab budget during annual budget periods; order lab equipment and supplies as needed to maintain compliance and efficient operations within budget constraints; create requisitions for materials and services.
• Schedule, observe and perform daily sampling and inspections of the various barges, tanks, tank cars, and tank trucks associated with the operation.
• Ensure compliance with equipment calibration and certification requirements to include performing control charting and system preventative maintenance.
• Manage sample retain, billing and disposal program.
• Maintain and direct reporting relationship with all lab technicians and ensure individual performance is commensurate with company expectations. Execute discipline and hiring functions as required.
• Ensure all lab technicians establish and remain in compliance with all applicable DOT and company requirements.
• Generate and standardize Certificate of Analysis (COA) documents. Research/create testing programs for new products.
• Perform routine cleaning/maintenance/repair on all lab equipment.
• Develop lab technicians to be subject matter experts in all required tasks and requirement sets.
• Act as point of contact for customer product quality issues and lead and participate in the problem solving process.
• Complete incident reports and investigations as well as follow up actions as needed.
• Develop/Implement standardized testing for employee qualifications.
• Conduct applicable training and continuously improve the lab training program to remain efficient and compliant with rules and regulations; perform customer billing for laboratory services as directed using proprietary software and data spreadsheets.

Position Requirements:
Education: Bachelor's degree in Chemistry or related science field or ten years of experience may be substituted for degree.
Experience / Specific knowledge:
• Knowledge of trouble-shooting and repairing lab instruments.
• Knowledge of QC/QA in a lab environment and the tracking of QC standards using excel spreadsheets.
• Knowledge of annual performance review process.
• Knowledge of lab and field safety.
• Supervisor experience is required, with at least 5-7 years in a supervisory role.
• Refinery, third party lab, chemical company or Terminal Lab Supervision experience is a plus.
• Ten years of experience may be substituted for supervisor experience. Also, ten years of professional experience in a petroleum testing laboratory or a similar facility are required.
Certificates, licenses, and registrations:
• Must possess and maintain a valid driver's license and driving record acceptable to the Company and its insurers.
• Must obtain and/or meet all requirements to enter foreign trade zones; such as background checks by both the U.S. Coast Guard and the Department of Homeland Security, i.e. obtain and maintain a Transportation Workers Identification Card (TWIC).
• The successful candidate will be required to clear a drug screen and a complete background check, after an offer has been extended and prior to being employed.
