ORGANIZATIONAL SUMMARY:
The Institute for School-Community Partnerships, Integrative Services, and Child Mental Health and Educational Policy (ISCP), which is part of the College of Education, envisions that all schools in the state of Florida and nationally will have the capacity to provide a safe, effective, and efficient environment to continuously improve the academic, social, and emotional growth of all students and to actively engage families and communities in education. The ISCP's nearly $23 million budget is derived from grants from federal, state, and private sources. It is the mission of the ISCP to implement and evaluate research-based and innovative practices in school and community settings. This is accomplished through (a) training, technical assistance, and support to key partners; (b) community-engaged research and program evaluation to inform key partners' decision making; (c) the development of research and evidence-based documents, tools, and resources to support implementation and evaluation activities; and (d) supporting the infrastructure and capacity of key partners to implement and evaluate federal and state educational policy.
POSITION SUMMARY:
The Professional Development and Outreach (PDO) Coordinator provides support to the Florida McKinney-Vento Program (FMVP) in developing training and professional development resources and delivering professional development to school district McKinney-Vento liaisons and staff, and other relevant district- and school-level staff in Florida. This position also assists school districts in addressing barriers to identification of students experiencing homelessness, immediate school enrollment, regular school attendance, and academic achievement; conducts programmatic and fiscal monitoring of school districts and other entities based on the requirements of the federal McKinney-Vento Homeless Assistance Act (MVA); reviews grant applications and amendments; and assists the FMVP Director in managing discretionary grants in support of statewide identification and enrollment of students experiencing homelessness and program evaluation.
SPECIAL REQUIREMENTS:

RESPONSIBILITIES:
Assists the Bureau of Federal Educational Programs (BFEP) and local educational agencies (LEAs), also referred to as school districts, in implementing all aspects of the Florida McKinney-Vento Program (FMVP) as prescribed in the Every Student Succeeds Act (ESSA). Assists school districts in supporting improved student academic achievement at all levels for students experiencing homelessness. Participates in the development of program goals and objectives for BFEP; recommends, implements, and administers methods and procedures to enhance the effectiveness of FMVP program processes, as appropriate, to achieve the overall mission and vision of BFEP.
Develops online training modules (live and recorded) and resources for LEA McKinney-Vento liaisons and staff, other relevant district- and school-level staff, and additional stakeholders; provides in-person and virtual professional development for aforementioned audience; and facilitates and coordinates regional and/or statewide FMVP meetings and/or trainings.
Serves as the primary liaison to assigned LEAs throughout the state on all matters that relate to program implementation and activities. Assists LEAs with day-to-day problem solving for program-related needs and issues. Gathers valid, reliable and comprehensive information on the problems faced by students experiencing homelessness, the progress of the state and school districts in addressing those problems, and the success of programs serving the needs of these students.
Conducts programmatic and fiscal monitoring, if applicable, of LEAs to ensure compliance with all pertinent federal and state laws, regulations, and departmental guidelines, and all grant terms and conditions, if applicable. Provides targeted support to LEAs based on review of monitoring documentation or by the LEA's request. Helps the FMVP team develop and draft monitoring documentation requests, review notes, and final monitoring reports. Reviews grant applications and reconciles grant records for leadership review and approval. Contributes to the preparation of the annual FMVP Title IX, Part A grant application.
Assists the FMVP Director with overseeing and coordinating the following statewide subgrants: Education of Homeless Children and Youth (EHCY) Identification and Training Project and EHCY project. Meets with subgrant coordinators to review progress on subgrant deliverables and reviews communications, training materials, and reports. Reviews applications and amendments for both EHCY projects.
Other duties as assigned by FMVP Director and Bureau Chief (e.g., researching policy on technical assistance inquiries requested by school districts or FDOE leadership, attending and conducting meetings on behalf of the Director). Performs other duties as assigned.
POSITION QUALIFICATIONS:
MINIMUM:
This position requires a Bachelor's degree in Social Work, Education, Adult Education, Communication, Public Administration or equivalent, with three years of professional experience.
FLSB1310 Equivalency:
4 years of directly relevant experience may be substituted for bachelor's degree.
6 years of directly relevant experience may be substituted for master's degree.
PREFERRED:
This position requires a Master's degree in Social Work, Education, Adult Education, Communication, Public Administration or equivalent, with two years of professional experience.
