Job Summary
This position is responsible for the development of contingency support and coordination plans relating to potential events that could affect the capabilities and capacities of healthcare facilities and services to beneficiary communities supported through contracted services that TriWest provides for the Veterans' Administration (VA) Community Care Network (CCN) and the Department of Defense (DoD) TRICARE West Region managed care support contracts. The incumbent will work in close coordination with the Vice Presidents and Regional Directors who serve as the "account managers" and TriWest's primary points of contact with the Directors and staffs of the DoD/VA healthcare facilities, Coast Guard clinics, Special Operations commands, and National Guard and Reserve leadership in the geographic area supported. The incumbent will also maintain close communication, share information developed, and coordinate potential recovery and mitigation plans with other applicable TriWest department leadership. The position reports to the Chief, Military & Veterans Services Officer, a member of the TriWest Core leadership team.
Education & Experience
Required:
• Bachelor's degree in Healthcare Administration, Business, or a related field
• 5 years middle management experience with increasing responsibilities
• 3 years recent healthcare facility or health plans operations management experience
• Demonstrated experience with contingency and/or emergency management planning
Preferred:
• Master's degree in Healthcare Administration, Business, Operations Analysis or a related field
• Knowledge of business relationships between healthcare facilities, provider networks, and health plan members/beneficiary communities
• Experience in scenario analysis and emergency management & planning in the military health system
• Mid to senior level management experience in the military and/or Veterans' Administration healthcare systems
Key Responsibilities
• Developing, maintaining, and testing contingency plans to ensure they are effective and up-to-date with all requirements of the VA and DoD managed care support contracts, regulations, and industry practices.
• Conducting risk assessments and analysis of previously known and other possible natural events (earthquakes, storms, wildfires, other acts of nature) that can impact the delivery of healthcare in the DoD/VA healthcare facilities and communities supported by TriWest and developing plans with applicable departments or facilities to resolve or mitigate the impact of those events.
• Developing a collaborative and supportive working relationship with each of the VPs, Regional Directors and staff who serve as the primary points of contact with the supported DoD/VA healthcare facilities to gain awareness and insights into any anticipated events or operations that may affect services to their beneficiary communities; e.g., possible upcoming deployments or significant changes in staffing of supported healthcare facilities or anticipated significant movement of casualties or other patients to supported facilities.
• Leads development of scenario planning efforts for MTFs to include backfill of MTF providers staff members, actions to assist and accommodate MTF enrollees to network providers, and develop actions to ensure continuous health care delivery to all beneficiaries, to include those located in the affected area of a disaster or emergency and evacuees, who may be dislocated from the affected area.
• Develops a collaborative working relationship with the leadership of other key TriWest departments to share information and insights regarding contingency information and planning activities; e.g. Provider Services, Healthcare Services, Customer Services, Public Relations, Business Continuity and Recovery, etc.
• Supports VPs, Regional Directors, and other applicable TriWest staff relating to participation in contingency planning or exercises with supported DoD/VA healthcare facilities or specific communities.
• Trains and educates all applicable staff about existing contingency plans and their roles in them.
• Develops after action reports and presents on the status and effectiveness of contingency exercises or actual contingency events.
• Conducts research and advises leadership regarding current healthcare and health plan standards, practices and processes relating to emergency management preparedness, disaster recovery, and contingency planning.
• Performs other duties as assigned.
